The leader of the PP has been at a loss since he became president of the Partido Popular. He is being gored daily by both the Government and his own party.

El líder del PP está perdido desde que accedió a la Presidencia del Partido Popular. Recibe cornadas a diario tanto desde el Gobierno como desde su propia formación.

Quien más quien menos ha visto a novilleros fracasados o a aspirantes a torero que iban por las fiestas de los pueblos que salen a torear las vacas bravas, los novillos, los toros o las vaquillas. Con sus trastos roídos, con las muletas llenas de agujeros, los capotes llenos de rajones remendados y los estoques afilados o herrugentos, después de dar cuatro pases, normalmente mal dados, intentaban cobrar cuatro perras para poder sobrevivir. Estos maletillas también se llevaban muchas cornadas y muchos murieron. 

Hoy el líder del PP, Alberto Núñez Feijóo, ha salido con más cornadas que un maletilla. En su intervención y en la réplica de Pedro Sánchez, daba la sensación de que en cualquier momento iba a sonar en el hemiciclo el pasodoble «Manolete, si no sabes torear p’a qué te metes».

Feijoo quiso iniciar su «faena» intentando lucirse, estirándose, queriendo dar el temple suficiente para enardecer a su bancada. Inició con fuerza con duras críticas a Sánchez respecto a los datos económicos, pero ha pisado el capote al intentar dar una verónica con los datos de la pandemia al afirmar que habían sido los presidentes autonómicos los que habían liderado la vacunación contra el Covid19 cuando, en realidad, fue el reparto de las dosis del gobierno el que lideró dicha vacunación. Las Comunidades fueron las ejecutoras, evidentemente, porque suyas son las competencias sanitarias. Nada más.

A Feijóo se le ve perdido desde que accedió a la Presidencia del Partido Popular. Recibe cornadas a diario tanto desde el Gobierno como desde su propia formación, sobre todo por la amenaza constante que supone Isabel Díaz Ayuso. La sombra de la presidenta madrileña es muy alargada y, aunque ella se ha descartado, está provocando que Feijoo aplique una estrategia con la que no está cómodo porque su forma de entender la política es otra.

Hoy en el Senado, el líder del PP ha hablado en nombre de la gente, como si fuera el Pablo Iglesias Turrión del 15M, pero sonó impostado, sobre todo cuando Ayuso y Moreno Bonilla han aprobado medidas que benefician sólo y en exclusiva a las rentas altas.

Feijóo ha hablado de economía y se ha descabalgado con un discurso desestructurado que ha sido desmontado con tanta facilidad por Pedro Sánchez que el presidente del Gobierno apenas se ha tenido que despeinar.

Cornada va y cornada viene y, ante esta situación, la ciudadanía española se está quedando sin alternativa a Sánchez.

ANALYSIS OF THE DEBATE

Almost two and a half hours. Looking each other in the eye, snorting, criticising each other and measuring each other's strength.

Tuesday afternoon's debate brought the leader of the Partido Popular showing his toughest side, far from the centrist image he has been selling since he occupied the main office of Genova 13.

And, in front of him, a President of the Government who placed him outside the European context and accused him of having no proposals and only trying to "bring down" the coalition Executive.

Sánchez went from the "insolvency or bad faith" of the first fight to the ironic "you who have so much experience" and tried to portray the former president of the Xunta by asking him directly if he supported the increase in the minimum wage and pensions in line with the CPI, the new taxes on large fortunes, energy and financial institutions and the mechanism of the Iberian cap.

But he was left wanting to know: the leader of the Popular Party did not resolve any doubts. "Calculated ambiguity", as the Socialist leader constantly reproached him.

Sánchez places the PP outside the European context

The head of the Executive drew a picture of a Spanish Popular Party isolated from the rest of Europe, with proposals that have collapsed, such as the massive lowering of taxes, recalling the case of the rectification of Liz Truss in the United Kingdom. And he reproached her for the fact that other liberal or conservative governments in the EU are implementing taxes on energy companies or large fortunes. He linked this with his discourse in recent months that the PP is rowing in favour of the richest and the elites. 

The key to this trial was offered by Sánchez himself when, at the beginning of his first reply, he spat a cruel irony at Núñez Feijóo: "Thank you for all the proposals you have shared in this chamber".

The PP leader offered only one: to change the government; and half of another: to withdraw the "fictitious" and "clay-footed" budgets.

The rest, an amalgam of blundering criticisms and calculated ambiguity when addressing the glassy issues, with special emphasis on the mountain of public debt raised by Sánchez.

Feijóo accuses Sánchez of "mortgaging" Spain and demands that he withdraw his "fictitious" budgets.

For the leader of the Popular Party, the draft General Budget - which he has renamed the "general mortgage of the State for 2023" - is based on erroneous economic forecasts that will lead to the country's indebtedness.

"Allow me to formally request that you withdraw them," Feijóo told Sánchez before demanding that the coalition government sit down at the table with the PP to negotiate new public accounts that can then be approved in Congress.

What Feijóo says he would do

Feijóo said that his first decision would be to reduce the Council of Ministers by 30% and the number of senior officials by 50%. He also criticised Sánchez for his agreements with ERC and EH Bildu.

I will not make an agreement with the independence movement so that Spanish children cannot learn Spanish in Spain," he said.

What Sánchez said

The president has accused Feijóo of using hoaxes, of "lack of definition" and "calculated ambiguity" so as not to upset the elites who, in Sánchez's opinion, support the PP leader.

The head of the Executive has defended the measures put in place by his government to tackle the energy crisis resulting from the war in Ukraine and has guaranteed that while he is president, all state resources will be used to protect the middle and working classes, the social majority of the country, unlike what happened during the financial crisis when the PP was in power.

Pedro Sánchez has repeatedly called on Alberto Núñez Feijóo to come out of his "lack of definition" and say whether he agrees with the revaluation of pensions according to the CPI, with the increase in the Minimum Interprofessional Wage, the tax on large fortunes, electricity companies and banks or the Iberian mechanism.

For the President of the Government, Feijóo's "lack of definition" and "calculated ambiguity" leads both the public and himself to think that it is to "not make certain elites uncomfortable".

Sánchez concludes that this attitude shows that he is using the war as Pablo Casado used the pandemic to "try to bring down the government".

As for the non-defence of Castilian and the pact with the Catalan independence movement, Sánchez has taken up the gauntlet of Feijóo, who has blamed him for not defending the Constitution in Catalonia, and has responded: "I prefer the Catalonia of 2022 to that of October 2017 [when, under the PP in Spain, the illegal independence referendum took place]...

ANÁLISIS DEL DEBATE

Casi dos horas y media. Mirándose a los ojos, resoplando, lanzándose críticas y midiéndose las fuerzas.

Segundo round en el Senado entre Pedro Sánchez y Alberto Núñez Feijóo.

La clave de este juicio la ofreció el propio Sánchez cuando, al inicio de su primera réplica, le espetó a Núñez Feijóo una cruel ironía: «Gracias por todas las propuestas que ha compartido en esta cámara».

Solo una ofreció el líder del PP: cambiar el Gobierno; y la mitad de otra: retirar los Presupuestos «ficticios» y «con pies de barro».

Lo demás, una amalgama de críticas deslabazadas y ambigüedad calculada al abordar los temas vidriosos, con especial énfasis en la montaña de deuda pública levantada por Sánchez.

El debate del martes por la tarde trajo al líder del Partido Popular mostrando su lado más duro, alejado de la imagen de centro que lleva vendiendo desde que ocupara el despacho principal de Génova 13.

Y, en frente, un presidente del Gobierno que le situó fuera del contexto europeo y que le acusó de no tener propuestas y sólo intentar “derribar” al Ejecutivo de coalición.

Sánchez pasó del “insolvencia o mala fe” del primer combate al irónico “usted que tiene tanta experiencia” e intentó retratar al expresidente de la Xunta preguntándole directamente si apoyaba la subida del salario mínimo y las pensiones conforme al IPC, los nuevos impuestos a las grandes fortunas, energéticas y entidades financiera y el mecanismo del tope ibérico. 

Pero se quedó con las ganas de saberlo: el líder del Partido Popular no resolvió ninguna duda. “Ambigüedad calculada”, como le reprochó constantemente el dirigente socialista.

Sánchez sitúa al PP fuera del contexto europeo

El jefe del Ejecutivo dibujó a un Partido Popular español aislado del resto de Europa, con propuestas que se han desplomado como la bajada masiva de impuestos, recordando el caso de la rectificación de Liz Truss en el Reino Unido. 

Y le reprochó que otros gobiernos de corte liberal o conservador en la UE sí están poniendo en marcha gravámenes a las energéticas o a las grandes fortunas. Enlazó con su discurso de los últimos meses de que el PP está remando a favor de los más ricos y de las élites. 

Feijóo acusa a Sánchez de "hipotecar" a España y le exige que retire sus Presupuestos "ficticios".

Para el líder de los populares, el proyecto de Presupuestos Generales -al que ha rebautizado como la "hipoteca general del Estado para 2023"- parte de unas previsiones económicas erróneas que conllevará el endeudamiento del país.

"Permítame formalmente que le solicite que los retire", le ha dicho Feijóo a Sánchez antes de reclamar que el Ejecutivo de coalición se siente a la mesa con el PP para negociar unas nuevas cuentas públicas que se pueda aprobar después en el Congreso.

Lo que dice Feijóo que haría

Feijóo ha sostenido que su primera decisión sería reducir un 30% el Consejo de Ministros y un 50% el número de altos cargos. Además, ha afeado a Sánchez sus acuerdos con ERC o EH Bildu.

Lo que dijo Sánchez

El presidente ha acusado a Feijóo de utilizar bulos, de "indefinición" y "ambigüedad calculada" para no incomodar a las élites que, a juicio de Sánchez, apoyan al líder del PP.

El jefe del Ejecutivo ha defendido las medidas puestas en marcha por su Ejecutivo para hacer frente a la crisis energética derivada de la guerra de Ucrania y ha garantizado que mientras que sea presidente todos los recursos del Estado irán destinados a proteger a las clases medias y trabajadoras, a la mayoría social del país a diferencia de lo que pasó en la crisis financiera cuando gobernaba el PP.

Pedro Sánchez ha reclamado en varias ocasiones a Alberto Núñez Feijóo que salga de su "indefinición" y diga si está de acuerdo con la revalorización de las pensiones según el IPC, con la subida del Salario Mínimo Interprofesional, el impuesto a las grandes fortunas, las eléctricas y los bancos o el mecanismo ibérico.

Para el presidente del Gobierno esa "indefinición" y "ambigüedad calculada" de Feijóo lleva a pensar tanto a los ciudadanos como a él mismo que es para "no incomodar a ciertas élites".

Sánchez concluye que esa actitud demuestra que está utilizando la guerra como Pablo Casado usó la pandemia para "intentar derribar el Gobierno".

En cuanto a la no defensa del castellano y el pacto con el independentismo catalán Sánchez ha recogido el guante de Feijóo, que lo ha culpado de no defender la Constitución en Cataluña, y le ha respondido: “Yo prefiero la Cataluña de 2022 a la de octubre de 2017 [cuando, bajo mandato del PP en España, se produjo el referéndum independentista ilegal]...
